Stansted Airport Generation Two - Proposals relating to Second Runway

Thirty-eight applications for planning permission and listed building consent comprising the second runway proposals were submitted to Uttlesford District Council in March and April 2008 by BAA Ltd and Stansted Airport Ltd.

The applications have been called-in for determination by the Secretary of State. The Secretary of State has decided to hold an inquiry, comprising concurrent inquiries into each application.

 The inquiry was due to begin on April 15 2009, but has been postponed by the Secretary of State pending the outcome of BAA’s appeal to the Competition Appeals Tribunal against the Competition Commission’s requirement that Stansted Airport be sold. It is not known when the inquiry will now be held but there is a possibility that it may commence in 2010.

Statement of Case

A document detailing Uttlesford District Council’s opposition to the second runway has been officially endorsed by councillors.

The Statement of Case sets out the material that will be presented in opposition to the airport’s expansion at the public inquiry.

The Statement of Case forms the argument of the four councils who will oppose the plan at the inquiry: Uttlesford and East Herts District Councils and Essex and Hertfordshire County Councils.

At a meeting of the Development Control Committee on Wednesday February 11 2009, councillors endorsed the Statement of Case, which was submitted to the Planning Inspectorate on December 22, 2008.

National Air Traffic Services (NATS) Change Proposal

NATS’ work to revise the airspace design for the Terminal Control North region was subject to consultation last year. As a result of that consultation, NATS is currently working on revised airspace designs, which will not be ready for consultation before at least September 2010. Planning permission for airport expansion from 25 million passengers per annum (mppa) to 35 mppa was granted by the Secretary of State on 8 October 2008 following a public inquiry.
