Core Strategy and Key Diagram

This will set out a vision for the District up to 2021 and contain the policies that will be used to decide how Uttlesford should develop over the next 15 years. The policies in the Core Strategy must be consistent with the East of England Plan which is the development strategy for the whole of our region, and the Sustainable Community Strategy which has the key themes of: 

  • Children and Young People Matter
  • Staying Healthy
  • Developing Business and Building Prosperity
  • Feeling Safe
  • Protecting the Environment
  • Getting Around

The key diagram is a map which shows where major development will take place and how this links with the main transport routes and neighbouring districts. All the other planning documents in the Local Development Framework must be in line with the Core Strategy.

Further Consultation on Preferred Options

This report provides Members with an overview of the representations received on the Core Strategy Further Consultation on the Preferred Options. Accompanying this report is the summary of comments.

On 6 July 2010 the Secretary of State announced the revocation of Regional Strategies with immediate effect. This report provides Members with advice on the implications of the revocation.

The report considers how to progress the Core Strategy in view of the representations received and the revocation of the Regional Plan for the East of England. The report recommends that a review of the scale of growth appropriate for Uttlesford be undertaken.

What comments have been made on Further Consultation on Preferred Options?

One hundred and one (four per cent) people/organisations made their representations directly in Limehouse (the planning policy team’s online consultation system), 111 (five per cent) people/organisations responded by email or letter to all or the majority of questions in the Further Consultation on Preferred Options document and a summary of these representations can be viewed on Limehouse.

Background to the Further Consultation on Preferred Options

Further consultation on the preferred options ran from 15 February 2010 to 9 April 2010. This consultation dealt with a number of issues outstanding from the consultation on the preferred options (November 2007):

  • Stansted Airport – what is the most likely scenario on which to base the Core Strategy?
  • Options for 1,000 additional homes over and above the 3,000 at Elsenham
  • Are the policies relevant to the Core Strategy?
  • Is the preferred approach still sound, taking into account up to date information?
  • Do the key issues identified arise from the evidence?
  • Are there clear links between the Core Strategy and the Sustainable Community Strategy?
  • Are there gaps in policy coverage which need filling?

Workshops

In April 2006 the council ran three successful workshops for town and parish councils and a range of community groups, businesses and individuals.

Questionnaire

A questionnaire was published in July 2006 in the summer edition of Uttlesford Life which asked people for their views on where and how new housing, industry/offices and shops should be built. We also sent the questionnaire to our statutory consultees and anyone who had asked to be kept informed about the preparation of the Local Development Framework.

Eight-hundred and seventy-seven completed questionnaires were returned, and some people sent in letters instead of, or as well as, the questionnaire. The council has produced a report which gives a summary of the questionnaire responses and all the written comments received. 

Policy Choices and Options for Growth Consultation, January 2007

Following the above consultation the council produced an outline for the Core Strategy which set out the vision for the district and suggested objectives and policies to achieve this vision. The document also suggested a number of options for locations where new housing could be built.

The documents were formally on consultation from 22 January to 9 March 2007. In total 200 different individuals, groups and developers responded with a total of 2,000 comments.

A summary of the representations and officer recommendations was published in July 2007. In August 2007 an assessment of the growth options was published. These documents were part of the background documents taken into account in deciding the Council's Preferred Options Document.

Environment Committee, 4 September 2007

Members approved for consultation their preferred option on a number of policies and in relation to the growth option to approve the three growth options as outlined in the paper and to add the fourth option of 3,000 dwellings in a new settlement to the north east of Elsenham; 750 dwellings in larger towns and 250 dwellings in villages and to identify option 4 as the preferred spatial strategy.

Preferred Options Consultation, November 2007

This document sets out the council’s preferred options for the policies together with four options for housing growth including the council’s preferred option.
