Special meetings of the Development Control Committee were scheduled for 22nd and 23rd August. These were to be in the form of a public examination of the application. However, BAA have declined to participate, which means there is little to be served by holding these meetings. Therefore, they have been cancelled. All other special Committee meetings will continue as scheduled. |

The Council has received a request from the Highways Agency to defer consideration of this planning application until 30th November. The Highways Agency is responsible for the management of the Trunk Road network, including motorways, and it would be inappropriate to make a decision on the planning application without their input. In addition we have had no response to our notifications of the application from One Railway, Network Rail nor DfT Rail. Accordingly Officers will not be in a position to make a recommendation to the Development Control Committee on 27th September.
The meetings scheduled for 13th and 27th will take place. That on 13th will give an opportunity for SSE to take questions on their presentation given to Members on 4th August, while that on 27th will include a comprehensive position statement.
Details of further meetings will be released later in the year and we will ensure that all information is made available as soon as possible.

Officer Recommendation
BAA’s application for planning permission to vary/remove conditions attached to its 2003 permission, which seeks to enable increased use of the runway and removal of the cap on 25 million passengers a year will be determined at a meeting of the Development Control Committee on 29 November 2006.
The Officers’ report recommending that the application be refused was submitted today.

Development Control Committee Decision
The meeting of the Development Control Committee will be held at the Council Offices, London Road, Saffron Walden, CB11 4ER starting at 2:00pm. The meeting will be held in public in the Council Chamber. The proceedings may be viewed live on the Stansted Explained website www.stanstedexplained.info via a webcast. The normal arrangements for public speaking at the beginning of the meeting will apply. One objector, one supporter and the applicant may address the Committee. They will each be limited to 3 minutes. Objectors and supporters wishing to speak will need to agree which of their respective numbers will do so. Anyone wishing to speak should contact the Committee Section on 01799 510430 to notify the Clerk. |
