Hackney Carriages (taxis) frequently asked questions

The licensing team is responsible for the licensing and regulation of hackney carriages, also known as taxis in the district.

How can I book a Hackney Carriage (taxi)? 

You can find a Hackney Carriage (taxi) at a Hackney Carriage stand. These are also sometimes known as 'taxi ranks' and can be found at the following places in the district:

  • Market Street, Saffron Walden (two spaces)
  • Station Road, Stansted Mountfitchet (one space)
  • High Street, Great Dunmow (one space)

I am applying for a new Hackney Carriage Licence - do I need to make a declaration?

Following a High Court decision in the case of R. (on the application of Newcastle City Council) vs Berwick-upon-Tweed Borough Council, all new hackney carriage licence applicants are now required to sign a declaration as part of their application, stating that the vehicle will be used predominantly within the district of Uttlesford.

What do I need to apply for a Hackney Carriage Licence?

Hackney carriage drivers are licensed annually by the council. As part of this process they are required to undergo three-yearly medical examinations. A criminal record check will be required upon initial application and then at three-yearly intervals. The council can ask for additional checks where necessary.

All drivers have to be determined as being fit and proper to act as a hackney carriage driver. If you are interested in becoming a driver please contact the licensing section on 01799 510598 to arrange an interview with the licensing officer and a criminal records check.

What if I have a complaint about a Hackney Carriage driver?

If you ever have cause to complain about a hackney carriage driver or vehicle please contact the hackney carriage proprietor in the first instance in an attempt to resolve the problem. If this proves unsuccessful then please contact the enforcement team to discuss the matter further.

Will tacit consent apply?

Tacit consent does not apply to hackney carriage driver and vehicle licences. Transport matters are not subject to the directive. Licences may not be granted unless the council is satisfied that the driver is a fit and proper person. Tacit consent could override this duty and endanger public safety.
