Twenty-three councillors voted for the plan, and 13 against. Known as 'Regulation 19 Pre-submission Local Plan', this is the final stage of the process before the plan is submitted to the government later this year for independent examination.

With two phases of public consultation already complete, local communities, residents and businesses, as well as statutory bodies such as neighbouring councils and government agencies, will now have a further opportunity to comment on the content of the plan.

Comments will be invited between Monday 25 June and Monday 13 August 2018. Further details about how people can have their say on the plan will follow in the coming days.

This pre-submission stage of the process is focused on whether the plan is legally compliant and meets the four 'tests of soundness' as set out in national planning policy - that is, is it positively prepared, justified, effective and consistent with national policy.

Following this stage, the plan will be formally submitted, along with the representations received, to the Planning Inspectorate later this year. It is anticipated the hearing sessions for the public examination of the plan by a Planning Inspector will commence in the winter.
