Other planning guidance

Building for a Healthy Life

This design guidance sets the standard for well-designed homes and neighbourhoods. It has been adopted by Uttlesford District Council and was endorsed by the Local Plan Leadership Group on 28 October 2021.

The guidance is based on 'Building for a Healthy Life', a government-endorsed industry standard, and will be used to inform decisions on planning applications.

First Homes Planning Advisory Note

This Planning Advisory Note (PAN) provides guidance to applicants on how Uttlesford District Council will apply the government's policy on First Homes.  It was considered at Local Plan Leadership Group (LPLG) on 9 March 2022 and will be considered at Cabinet on 28 March 2022.  LPLG considered that the operation of the PAN should be reviewed in 6 months.

Shopfront Design Guide

The Shopfront Design Guide for Uttlesford (PDF) [640KB] was endorsed as a material consideration at LPLG on 9 February 2022.

This shopfront design guidance provides detailed advice on local shopfront design, including the:

  • repair or refurbishment of existing shop-frontages
  • reinstatement of lost frontages and details
  • introduction of new shopfronts

Interim Climate Change Planning Policy

On 9 February 2021, Uttlesford District Council approved as non-statutory development management guidance an Interim Climate Change Planning Policy (PDF) [3MB] . This policy aims to ensure that development contributes to climate change mitigation and adaptation.

While not a formal planning policy in its own right, the document draws upon a range of established policies, guidance and good practice. Applicants should therefore be able to apply the interim policies to their proposals and, where necessary, provide a suitable explanation where they have not been applied.

Brownfield land register

The brownfield land register is a list of previously development sites in the district that we have assessed as being suitable for housing and which also meet the criteria set out in the Town and Country Planning (Brownfield Land Register) Regulation 2017.

Parish plans

Highways and parking standards

We have adopted the Uttlesford Local Residential Parking Standards as an addition to the Essex Design Guide Parking Standards. Further information can be found on the local residential parking standards page.

The Essex Design Guide (EDG) has been digitally revamped to provide contemporary socio economic, environmental, and best practice guidance to planners and those interested in the provision of new housing developments.

We are working with the community to prepare design codes for the area - a set of guides that will shape how future development here should be designed.

Statement of Community Involvement and Engagement Strategy

The Statement of Community Involvement and the Community Engagement Strategy were approved by Cabinet on 9 March 2021.
