Developer Contributions Supplementary Planning Document consultation

We're asking for your comments on a proposed new Developer Contributions Supplementary Planning Document (SPD) for Uttlesford.

We are proposing that our new SPD will be used to inform planning applications to ensure the right amount and type of infrastructure is provided where it is needed across the district.
 

About the document

This SPD provides detailed advice on developer contributions, including the:

  • negotiation of Section 106 agreements
  • charges for monitoring of obligations
  • detailed considerations on a range of infrastructure such as:
    • affordable housing
    • biodiversity
    • community facilities
    • education and school transport
    • flood and water management
    • healthcare
    • landscaping and open space
    • moving around
    • sports facilities

It is intended for use by developers of residential schemes and the council and will aid the consistent application of policies by the Council. A key aim is to assist developers in making planning applications (particularly during pre-application negotiations) and to minimise planning delay and uncertainty.
 

Proposals for how we'll use the document

The Developer Contributions SPD was approved by our Cabinet on 29 March 2022 for public consultation linked to the 2005 adopted local plan.

Following the consultation, it is intended to adopt the document as a supplementary planning document.

The Developer Contributions SPD will support Policy GEN6 - Infrastructure Provision to Support Development of the current Local Plan 2005. We are also working towards a new draft Local Plan which will consider the future needs of infrastructure across the district. This may lead to a review of the SPD in future.

Printed copies of the document will be available during the consultation period in Saffron Walden and Great Dunmow libraries.

The consultation starts on Thursday 17 November and will run until 4:30 pm on Friday 6 January 2023.
