Gypsy and Traveller Issues and Options Consultation

This Issues and Options document forms the first stage in the production of the Uttlesford Gypsy and Traveller Local Plan. The Council has made no decisions on the site options contained within the document.

A public consultation was run between 8 December 2014 and 2 February 2015 inviting views on the issues and options and on specific sites identified in the document.

The document below summarises the representations received during the Gypsy and Traveller Issues and Options Consultation and gives officers comments and recommendations.

Gypsy and Traveller Issues and Options Sustainability Appraisal, December 2014

Uttlesford District Council commissioned Place Services of Essex County Council to undertake an independent Sustainability Appraisal (SA) incorporating Strategic Environmental Assessment (SEA) on the District's Gypsy and Traveller Local Plan.

Gypsy, Traveller and Travelling Showpeople Sites - Site Assessment Study

Uttlesford District Council (the Council) has appointed Peter Brett Associates LLP (PBA) to assess sites for Gypsy and Traveller and Travelling Showpeople uses. The objective of this study is to assess potential sites to determine if they are suitable, available and achievable. The results of this study will inform the development of relevant policies and allocations in the emerging Local Plan and guide the consideration of future planning applications for Gypsy, Traveller and Travelling Showpeople sites.

Please note that site UTT026 - Land south of the B1256 opposite Taylors Farm is incorrectly shown in the Site Assessment Study. The correct site and site assessment is included in the Issues and Options Consultation.

Sustainability Appraisal and Strategic Environmental Assessment Scoping Report

This Scoping Report responds to Stage A in the SA/SEA process and sets the context and objectives of the Sustainability Appraisal, establishes the baseline and decides on the scope of the forthcoming Environment Report.

Gypsy and Traveller and Travelling Showpeople Accommodation Assessment

A Gypsy and Traveller and Travelling Showpeople Accommodation Assessment was published in July 2014

The document was commissioned by the Essex Planning Officers Association and completed over 18 months, and looks at the likely number of additional pitches required across the whole of Essex in the next 20 years. The Assessment suggests 26 additional pitches will be required in the Uttlesford district of which nine are required by 2018.

An update to the above report was published in September 2014.

Gypsy and Traveller Land Availability Assessment Call for Sites

Following a Call for Sites in October 2012 the following sites have been suggested to the Council.

The Council has now commissioned Peter Brett Associates, leading consultants in this field of work, to look at where these pitches could be provided. Their work includes visiting all existing sites to see if there is extra space and looking at all sites suggested in 2012 as part of the Local Plan process. Sites that are considered potentially suitable to meet the identified need will be allocated in a Gypsy and Traveller Site Allocations Document which will be published for public consultation. Consultation on this document is due to take place in November/December 2014.

Although the formal consultation period on the Call for Sites has ended the Council will still accept details of sites considered as suitable for Gypsies, Travellers or Travelling Showpeople whilst the Needs Assessment is carried out. Only people who have an interest in the site can put forward sites i.e. you must be the landowner or a developer or consultant acting for a landowner.
