Uttlesford car parking review 2015

A review of car parking in Uttlesford was carried out in 2015.

This review covering car parking provision in Saffron Walden, Great Dunmow & Stansted Mountfitchet was commissioned by Uttlesford District Council as part of its customer-focused approach to looking at how parking might be best provided in the future.

The objectives were:

  • To identify any existing gaps in car parking performance
  • To assess potential customer needs and growth in demand over the next five years

Produced by the People & Places Partnership, the review uses their 'Between the Lines' process to examine car park performance relative to local stakeholder opinions and customer needs.  Key to this approach is the gathering of evidence about the operation of car parks and the perceptions of parking issues relative to other town centre needs.  This enables parking performance to be assessed on the basis of the quality, quantity and cost and a comparison made with provision in similar towns across the country. 

This approach that combines evidence of parking performance and perceptions will be used as the basis for determining how best to improve parking provision to serve different customers' needs. We are now using this review to seek the opinions and views of a wide cross section of stakeholders on its findings and recommendations. The review does build upon previous reports on car parking in Uttlesford including the 2013 Car Parking Survey and Report which was considered by Scrutiny Committee on 15 October 2013.
