Saffron Walden Conservation Area Appraisal

There will be a public exhibition about the appraisal this Saturday 21 October between 11am and 2pm.

Residents and anyone with an interest in Saffron Walden now have the opportunity to tell Uttlesford District Council what they think about the new revisions to the Conservation Area Appraisal of the town which was published in 2012. A public exhibition will be held at Uttlesford District Council Offices, Saffron Walden on Saturday 21 October between 11am and 2pm.

The exhibition is part of a six week long consultation on a draft Conservation Area Appraisal of Saffron Walden which is published on 27 September.

The appraisal, which has been prepared with the help of local historians, specialist planning officers and Saffron Walden Town Council, defines the key elements of the special character of Saffron Walden and will provide guidance for the positive management of buildings, open spaces, walls and other elements that contribute to the exceptional quality environment of the historic town.

We now need you to tell us what you think. A consultation on the draft document will run from 27 September until 8 November and all details are be available on this page. Paper copies will also be available for inspection at the Council Offices in Saffron Walden, at Saffron Walden Library, or from the Tourist Information Centre.
 

Summary of findings

The revised appraisal builds on the pdf icon existing document [8Mb], published in 2012, which defines the key elements of the special character of Saffron Walden and provides guidance for the positive management of buildings, open spaces, walls and other elements that contribute to the exceptional quality environment of the historic market town. The revised proposal reflects the recent re-survey of the Conservation Area by council officers, and reviews the management proposals put forward in the previous version.

It will also suggest changes to amend the Conservation Area boundary, to include the historic frontage to the Radwinter Road Cemetery and to include the entire site of the former Friends School.

What is a Conservation Area Appraisal?

The legal background for designating a Conservation Area is set out in Section 69 of the Planning (Listed Buildings and Conservation Areas) Act 1990. This states that the Council shall from time to time designate Conservation Areas, which are defined as being 'areas of special architectural or historic interest, the character or appearance of which it is desirable to conserve or enhance'. The same section of the Act also requires that Councils undertake periodic reviews.

Very briefly, a review - Conservation Area Appraisal - examines the qualities of the area and identifies potential changes that are positive and others that may be damaging. The proposed boundaries of the conservation area will be reviewed and suggestions may be made. Management proposals are put forward and these have in other areas, for example, included a range of appropriate environmental and highway improvements. The final report will comprise an illustrated document, which, following consultation with the community and adoption by Uttlesford District Council, be used as a planning tool to secure environment improvements and to protect the qualities of the area through the Development Control process.

Community involvement is a key factor in achieving shared objectives and feedback from the Parish Council, residents and anyone with an interest in the Conservation Area is important. When the document is published there will be a six week consultation period when anyone can tell us what they think. There will also be a chance to talk to the officers who have written the report and see all the findings at a public exhibition. Details will be released nearer the time.
