Fixed Penalty Notices
We investigate instances of environmental crime in public places across the district.
As well as undertaking enforcement action where necessary, we provide advice in accordance with our mission statement to residents and businesses on issues such as:
- Flytipping
- Littering
- Waste - duty of care
- Illegal advertising
- Abandoned vehicles
- Untaxed vehicles
- Nuisance vehicles
- Unregistered waste carriers
- Smoking offences
Partnership working is considered to be a key element for effective and successful enforcement and consequently the council's Enforcement Officers regularly participate in taking pro-active action alongside Essex Police, the Environment Agency, HMRC, and other local authorities.
The council have powers to enforce some current legislation which can mean that the council can issue warnings, statutory notices, fixed penalty notices, and even court proceedings against alleged offenders.
Fixed Penalty Notices
A Fixed Penalty Notice (FPN) is a fine that can be issued to an individual or business. If the fine is paid, liability for an offence is discharged and means that they can not be taken to court by the local authority.
We are able to use FPN's to tackle issues such as littering, flyposting and unregistered waste carriers.
On 18 October 2011, Uttlesford District Council's Cabinet approved a report which gives an opportunity for persons issued a Fixed Penalty Notice a discount for early payment.
Unpaid penalty notices will result in prosecutions. See below for a list of offences and the corresponding fines.
