Director of Property Services
The role responsibilities as Director of Property Services are:
- Strategic leadership of all property services, including repairs, maintenance, compliance, and capital works
- Development and implementation of comprehensive asset management strategies
- Oversight of major investment programmes and new building projects
- Management of critical compliance and safety programmes
- Leading digital transformation initiatives to enhance service delivery
- Building and maintaining strong partnerships with contractors and stakeholders
Building Safety & Compliance Manager
- Lead the compliance and building safety team to deliver high-quality, value-for-money services.
- Provide expert advice and guidance on building safety matters, particularly fire safety, to ensure the council meets its legal obligations.
- Oversee third-party contractors to ensure compliance with relevant legislation, regulations, and council policies.
- Drive continuous improvement in building safety practices across the council's property portfolio.
- Collaborate with internal and external stakeholders to maintain high standards of safety and compliance.
Contract Liaison Manager
- Lead and manage planned and reactive property services, ensuring delivery to time, cost, and quality.
- Oversee and support internal teams and external contractors to meet performance and compliance targets.
- Drive service improvements, manage budgets, and resolve escalated issues and complaints.
- Contribute to strategic planning, policy development, and organisational change.
- Ensure adherence to procurement regulations, health and safety, and environmental targets including net zero goals.
Stock Condition Surveyor
- Undertake pre, in progress and upon completion/handover inspections of works or servicing undertaken on behalf of the council
- From time to time undertake limited stock condition surveys to portfolio properties, based on existing stock condition data or on additional stock, utilising software/hardware to record relevant information
- Work collaboratively with other members of the technical services team to develop innovative solutions, timely and cost effective best practice that can be implemented across the directorate as a whole
- Contribute to the development and implementation of the council's 'Quality Management Plan'
- Encourage individuals to work with and learn from each other, where possible promote this ethos across the postholders wider area of responsibility
- Provide expert knowledge, skills and interventions to influence, challenge and achieve the goals and targets set out under the Development and Investment Directorate strategy
- Participate in lessons learned reviews of new build, planned investment and reactive repairs projects and ensure 'lessons learned' are accurately recorded and implemented
- Attend project meetings to monitor the progress of contracts and projects
