Stansted Airport Generation One - Proposals to Increase Use of Existing Airport (UTT/0717/06/FUL)

Stansted Airport has planning permission for expansion from 25 million passengers per annum (mppa) to 35 mppa. This was granted by the Secretary of State on 8 October 2008 following a public inquiry. Planning conditions ATM5 and MPPA2 require that monthly throughput data is reported to the local planning authority.

The passenger throughput and air transport movements for May to November 2017 are as set out below. These tables also show the 12 month moving annual totals to the end of each month respectively. Please note that the data in this table is supplied by the Manchester Airport Group (M.A.G.) and is not audited by the District Council.

The Airport Commission's interim report

This report was published on 17th December 2013.The Commission has said that there is a need for at least one net additional runway in London and the South East by 2030. The Commission is now considering where this runway should be located, and has shortlisted two options at Heathrow and one at Gatwick for further consideration. It is looking at whether a new hub airport at the Isle of Grain should also be shortlisted and will make a decision on this later in the year. The Commission's final recommendations to the Government will be published in 2015.

The Commission has said that it does not favour the construction of either a 4 or 5-runway hub airport at Stansted for a number of reasons, and has not shortlisted this option for further consideration. The Commission has also not shortlisted the construction of a second runway at Stansted, but has said that this might merit reconsideration at a later date if there is a need for a second net additional runway in London and the South East after 2040 / 2050.

The Commission has commented that planning conditions prevent Stansted from operating to its absolute maximum capacity, and that it will consider in the next phase of its work whether there is a case for lifting these as part of its overall strategy for optimising aviation capacity in the London system. No further details are currently available on how the Commission will carry out this assessment.

Night Flying Restrictions

The Government restricts night flights at Heathrow, Gatwick and Stansted in order to limit the impact of night noise on local residents. It does this principally by imposing movement and noise quota limits for each winter and summer period at each of the airports. The current regime ends in October 2014, and the Government has now published its proposals for the next regime. These proposals were out to public consultation until 31st January 2014. London Airspace Management Programme (LAMP)

This is a 10-year project being undertaken by NATS and involves a complete review of London airspace, taking into account safety, the environment, airline/ airport service and value for money. The LAMP project is due for completion by 2020. Proposed changes to airspace affecting Gatwick, London City and Biggin Hill are currently out on public consultation. Proposals affecting Stansted will be published at a later date (not yet known) and will also be subject to public consultation.

Stansted Airport Limited operates a Freephone number for reporting suspected on-street airport related car parking.

Each caller is assisted by a series of prompts so that the most useful information is left.
The calls are reviewed on a quarterly basis by the Highways Working Group of the Stansted Area Transport Forum. If any clusters of parking are identified which are causing difficulties for local residents, funding is available for the investigation, drawing up, consultation and implementation of either no waiting restrictions or residents' parking schemes.
