Local Plan - Monitoring
The purpose of authority monitoring is to review progress against Local Plan policy objectives and targets as well as other key planning matters.
The council continually monitors its performance against the Local Development Scheme 2022 (PDF, 584 KB) and existing planning policy. The council is currently developing a new Local Plan.
At present, however, the most-recent Local Plan remains the Local Plan 2005 and so performance continues to be monitored against its saved policies.

Revised Housing Delivery Test 2023 Measurement
On Friday 7 February 2025, Uttlesford District Council received a letter from the Ministry of Housing, Communities and Local Government (MHCLG) which recalculated the Council's performance on the Housing Delivery Test (HDT) 2023. This was in response to the Council's request for a recalculation due to the discrepancy between the housing completions data submitted to MHCLG and the data subsequently publicised through the HDT 2023.
For the avoidance of doubt, this letter supersedes Uttlesford's measurement on the HDT 2023, which was published on 12 December 2024.
