Car parking in Uttlesford consultation

Changes to the management of our car parks and what we will be charging for parking from April 2024.

From Thursday 11 January to 4.30pm on Friday 2 February we consulted on proposals to increase car parking charges to a level more in line with inflation and some changes to the way the car parks are operated.

The parking charges (known as "tariffs") have not changed since 2015 whilst the cost of operating the car parks has risen each year due to inflation. This has increased the pressure on our finances.

Decision

Our councillors considered all the comments received during the consultation before making a final decision about the proposed changes.

How the consultation was considered

The parking proposals and all of the consultation responses were considered at 2 meetings. You can read the committee reports, view the responses received and see any decisions made on our committee system:

On 20 February Cabinet resolved that following consideration of the consultation responses and the petition submitted by Saffron Walden BID:

  1. To approve the parking tariffs and changes to the management of the car parks as set out in paragraph 10, and as amended in paragraph 11 of the supplementary report.

  2. To agree the season ticket option for Stansted to be as set out in table 4.

  3. That officers be authorised to implement the approved tariff and management changes as set out in the timetable at paragraph 50 of the committee report.

Full Council on 26 February 2024 approved the new tariffs.

The new tariff and season ticket changes and increased charges in Uttlesford District Council pay-and-display car parks came into effect from Monday 8 April, with the exception of Catons Lane and London Road car parks which will come into effect later in the year.

Background

In 2022 we commissioned a comprehensive independent review of parking across the district.  The review proposed that we reset the charges and tariffs we charge at car parks that we manage in the district.  A further technical review was carried out in 2023 focusing solely on the tariffs and management of the car parks.

Draft Uttlesford District Council (Off-Street Parking Places) Order 2024

We were consulting on a new Order - the Uttlesford District Council (Off-Street Parking Places) Order 2024. This replaces the Uttlesford District (Off-Street Parking Places) Order 2017.
