Biodiversity net gain (BNG)


From 12 February 2024 Major Planning Applications (as defined by The Town and Country Planning Act 1990) and, from 2 April 2024, Minor Planning Applications are subject to biodiversity net gain legalisation. All applications, unless exempt, must be submitted with the statutory biodiversity metric tool.

When you apply for planning permission you must include the relevant forms, plans and other details to provide sufficient information to determine the application. You will also usually need to pay the appropriate application fee.

Biodiversity checklists

Developers must deliver a BNG of 10%. This means a development will result in more or better quality natural habitat than there was before development.

Planning application fees

When submitting a planning application the fee will depend on the type and size of application. Fees should be paid at the same time as the application is submitted. If there is no fee or the fee is incorrect you will be notified.

If you are submitting your application via the Planning Portal you can also pay online.

How to apply

You can apply for planning permission online though the Planning Portal or by downloading a form and sending it to us.

There are some types of applications that need to be sent to us directly and not through the Planning Portal online system.

Apply by post

If you want to apply by post.you can download and print a paper application form from the Planning Portal.

Send or deliver your completed application and any supporting documents to: Planning, Uttlesford District Council, London Road, Saffron Walden CB11 4ER

We cannot accept any applications submitted by email.
 

After you have applied

Your application will then be processed and you will be notified, either in writing or by email, if your application is valid or if there are outstanding documents.

You will need to check to see if you also need to make a building control application.
